Don't make it performance based, just rotate them through evenly.


We'll play FSU and Clemson as much as we play Duke and Pitt. And BTW, this would allow for only 6 ACC games that count. That would provide PLENTY of scheduling flexibility to ensure quality matchups outside of these divisions. For instance, VT could agree to schedule UVA and Miami OOC in seasons in which they are not paired in divisions.
